Every life deserves a second chance. Sometimes that second chance begins with a rescue dog. Sometimes it begins with a person searching for purpose. And sometimes it creates hope for a veteran who needs a loyal companion. The Pawsitive Outlook Program brings all three together in a journey of healing, transformation, and service.
A Partnership Rooted in Second Chances
The Pawsitive Outlook Program is a unique partnership between Stars & Stripes Dog Rescue and the California State Prison – Sacramento (CSP – SAC). Together, we rescue dogs facing uncertain futures in local community shelters and place them with carefully selected inmate handlers who dedicate themselves to providing months of structured training, socialization, and compassionate care. Through this process, the dogs gain the skills and confidence needed to become exceptional companions, earning their AKC Canine Good Citizen certification and, for many, continuing their journey toward becoming Psychiatric Service Dogs for veterans living with PTSD.
Named by the Handlers, for the Handlers
The name Pawsitive Outlook Program was chosen by the inmate handlers themselves—a reflection of the hope and purpose they experience through the program. Every day they invest in teaching, nurturing, and believing in these dogs creates a ripple effect that extends far beyond the prison gates. The dogs receive a second chance at life. The handlers discover purpose, accountability, and the fulfillment that comes from helping another living being succeed. Veterans receive a loyal companion whose training and unconditional love can help restore confidence, independence, and emotional healing.

Each training cycle pairs two inmate handlers with one rescue dog for three to four months, creating an environment built on consistency, patience, and trust. As the dogs learn obedience, confidence, and good citizenship, the handlers develop leadership, communication, and responsibility—proving that growth is possible for both ends of the leash.
Why This Work Matters
At its heart, the Pawsitive Outlook Program is about redemption. It demonstrates that when we invest in second chances, remarkable transformations occur. Rescue dogs become life-changing companions. Veterans find renewed hope and healing. And those entrusted with training these dogs leave behind a legacy of service that reaches into communities across Sacramento, Placer, El Dorado, and Yolo Counties.
